Kathryn Alvarez serves as the Chief of Staff of the Administration for Strategic Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS). ASPR leads the nation’s medical and public health preparedness for, response to, and recovery from disasters and public health emergencies.
Prior to this role, Alvarez served as Senior Advisor to the Assistant Secretary for Preparedness and Response. In that role, she helped advance ASPR initiatives and equities. Prior to her time in ASPR, Alvarez served as the Deputy Chief of Staff for the COVID-19 Response at HHS under Secretary Xavier Becerra. As Deputy Chief of Staff, she played a key role in the coordination of COVID-19 response activities across the Department and with interagency partners.
Prior to the Biden-Harris Administration, Alvarez was Associate Director for Administration at the Future of Work Initiative, a policy program of the Aspen Institute.
During the Obama-Biden Administration, she served as Senior Advisor to the Chief of Staff at HHS under Secretary Sylvia Burwell. She also served at the U.S. Department of the Treasury in the Office of Legislative Affairs and in the Office of the Executive Secretary. Alvarez holds a BA in International Studies from American University in Washington, DC.
