Fact Sheet: Federal Retail Pharmacy Therapeutics Program (FRPTP)

The Federal Retail Pharmacy Therapeutics Program (FRPTP) for COVID-19 therapeutics is a public-private partnership to increase therapeutics access and equity across the country. The program is a collaboration between the federal government, state and local health departments, and 20 national and independent pharmacy networks. The pharmacy partners included in the FRPTP received COVID-19 therapeutic allocations directly from the federal government through the Department of Health and Human Services. State and territorial health departments may also direct additional COVID-19 therapeutics to FRPTP partners. The FRPTP is modeled after the Federal Retail Pharmacy Program (FRPP) for vaccines, which is one of the key components of the federal government’s strategy to expand access to COVID-19 vaccines.

Commercialization

Paxlovid and Lagevrio are available for ordering through commercial wholesalers and distributors. Health care organizations, including pharmacies, should order through these traditional commercial channels.

Health Partner Ordering Portal (HPOP)

The Health Partner Ordering Portal (HPOP) is an ordering portal for allocating and/or requesting products from the USG inventory during a public health response. It is also where partners and sites report utilization and inventory of USG-distributed products. COVID-19 Therapeutic orders from federal entities should continue to go through HPOP.

Reporting Requirements

Pharmacies are required to report any USG-procured therapeutics administered or in stock through HPOP until their USG-procured supply is depleted or reaches expiration. This information feeds into the Treatments Locator to provide the most up-to-date information possible.

Required reporting data points:

  • Available inventory (inventory on-hand able to be dispensed to a patient)
  • Inventory dispensed (inventory that has been sold or assigned to patient and is unable to be given to different patient at that point in time)

Pharmacies should use the National Council for Prescription Drug Programs (NCPDP) Guidance Document .

Privately Insured Patients: Bill private insurance plan (working with PBMs to update systems).

Medicare Patients: Bill through Medicare Part D.

Therapeutics Locator

HHS/ASPR launched an expanded COVID treatments locator to help the public find locations where COVID-19 outpatient treatments are in stock through the commercial market, sites participating in the USG Patient Assistance Program for Paxlovid, Test to Treat sites, and other COVID-19 antiviral dispensing locations.

Find Medication

Pharmacies and other dispensing sites are encouraged to opt into the locator, voluntarily indicating whether they have COVID-19 antiviral medicines in stock. Sites can opt in quickly and easily using their HPOP accounts or, for organizations without HPOP accounts, using a web form (hpop.hhs.gov/voluntary).

Can a pharmacy deliver an oral antiviral prescription for a patient?

Yes. However, the pharmacy would need to ensure the product could be delivered the same day (or next day) to meet the 5-day treatment window.
