HPP is a cooperative agreement program that provides guidance and funding to public health departments in U.S. states, territories, Freely Associated States, and eligible major metropolitan areas. HPP is the primary source of federal funding for health care delivery system preparedness and response. HPP prepares the health care delivery system to save lives during emergencies that exceed the day-to-day capacity of health care and emergency response systems through its support of health care coalitions (HCCs). HCCs are networks of individual public and private health care and response organizations in a defined geographic location, which partner to conduct preparedness activities and collaborate to ensure that each member has what it needs to respond to disasters and emergencies.

ASPR provides its expertise to help health care entities prepare for, respond to, recover from, and build resilience for disasters and emergencies.
ASPR staff assists with cooperative agreement administration, facilitates peer-to-peer collaboration, provides technical assistance, and offers subject matter expertise during steady state, response, and recovery operations.
