Office of Emergency Management and Medical Operations

Emergency Management and Medical Operations (EMMO) focuses on the delivery of public health and medical support throughout the incident management lifecycle, including preparedness, response and recovery. EMMO is organized into three divisions, Readiness, Field Operations and Response, and Recovery. In steady state, EMMO supports state, local and federal partners to enhance resilience in the areas of public health, healthcare delivery and critical medical infrastructure.

EMMO leads ASPR in the initial management of a wide range of critical incidents including natural events (hurricanes, earthquakes); manmade events (acts of terrorism); and national special security events (NSSEs) under Emergency Support Function 8 (ESF-8) of the National Response Framework.  In the wake of critical incidents, EMMO supports communities in long-term recovery efforts to rebuild and restore public health and medical capability.
