Reporting All USG Procured Therapeutics in HPOP

As noted in the August 10, 2022 guidance update for the reporting of COVID-19 hospital data, reporting inventory of sotrovimab, bamlanivimab/etesevimab (bam/ete), and casirivimab/imdevimab (REGEN-COV) will be moved from the COVID-19 Hospital data collection (currently reported through TeleTracking or state reporting systems) to the Health Partner Ordering Portal (HPOP) Therapeutics starting November 2, 2022, consolidating reporting for all products into one system.

Reporting of all USG supply remains mandatory until all doses delivered are accounted for as administered, wasted (unusable due to damage or expiration), or transferred to another facility.

Health Partner Ordering Portal Therapeutics (HPOP)

HPOP is an ordering portal for allocating and/or requesting U.S. Government (USG) procured COVID-19 therapeutic products and is used to order and report utilization of those products.

HPOP is designed around the concept of a central partner managing their providers.

A partner is a:

  • Jurisdiction (e.g. Florida, California, Guam)
  • Federal Retail Pharmacy Therapeutics Partners (FRPTP) (e.g. CVS, Walgreens, Publix, Albertsons)
  • Federal Entity (e.g. Department of Defense, Department of State, Indian Health Service)

A provider is the facility that receives therapeutic products (e.g., hospital, CVS store, doctor’s office). Providers are managed and onboarded by the Partner.

How to find out if your facility has an HPOP account

If you would like to confirm or are not sure whether your facility has an HPOP account, contact the helpdesk: HPOP.Support@hhs.gov and provide your facility information to obtain the contact information for you partner.

If your facility has an HPOP account

No further action is needed. The therapeutics will be reported into HPOP by the same mechanism Evusheld, Paxlovid, Lagevrio, and bebtelovimab are reported.

If your facility does not have an HPOP account

Your partner will be able to help set up an account for your facility. HPOP administrators will onboard all therapeutic providers that do not have a HPOP account by November 2, 2022. An account activation email with quick start instructions and partner coordinator information will be sent to the contact designated by their partner.

Required reporting cadence in HPOP

Reporting cadence for legacy mAbs will be weekly on Thursdays but active therapeutics remain on a Monday/ Thursday weekly cadence. HPOP-Therapeutic accounts for providers that have not reported in 90 days will be deactivated. Contact the helpdesk to reactivate.

Reporting courses administered and available

  1. Access the “Courses Administered and Available” tab under Therapeutic Inventory in the HPOP Provider
  2. Enter the number of courses administered and available in the respective column next to the relevant therapeutics.
  3. Click “Save Therapeutic Courses”.

Written user guides for partners and providers are posted in HPOP in the Partner and Provider Portals respectively and were distributed to partners.
