ASPR Office of Resource Management

The Division of Contracting and Grants provides acquisition and assistance support to ASPR during both steady state and emergency response events, including natural disasters, National Special Security Events, and the COVID-19 pandemic.

The Division is comprised of 4 branches that support the division’s mission, including: HQ Contracting, Grants Management, Program Support and Strategic National Stockpile (SNS) Contracting.

Division of Information Technology Services

HQ Contracting Branch

The HQ Contracting Branch supports program offices during steady state and response events. The Branch supports all requirements for all ASPR offices and divisions except for BARDA.

The Branch also manages several critical emergency response service contracts:

  • Medical staffing: provides licensed doctors, nurses, and other medical personnel to supplement Federal resources
  • Wrap around services: provides all necessary ancillary services to support a medical operation in a deployed environment
  • Patient movement: moves people under ASPR care both nationally and internationally

Grants Management Branch

The Grants Management Branch works ​with ASPR partners to administer grants.The Branch supports major assistance programs including: the Hospital Preparedness Program, the Regional Disaster Health Response System, and CARB-X. This Branch also provides assistance in response to specific public health emergencies, such as COVID-19. The Grants Management Branch oversees ASPR’s cooperative agreements, including partnerships with the Association of State and Territorial Health Officials (ASTHO) and the National Association of City and County Health Officials (NACCHO). The Medical R​eserve Corps and BARDA DRIVe utilize cooperative agreements to meet their unique programmatic needs.

Program Support

The Program Support Branch supports the agency with steady state and response acquisition actions. The Branch receives Program Office requests, validates documentation, ensures approvals, executes transactions, and reconciles transactions. Program Support ensures appropriate and prompt payment of vendor partners. During response events, the Branch manages financial transactions, providing timely, deployed personnel requests with appropriate documentation and approvals.

SNS Contracting Branch

The SNS Contracting Branch supports the SNS Pr​o​gram​ Office during steady state and emergency response operations. The Branch executes contracts for the procurement and sustainment of FDA licensed, medical countermeasures developed by BARDA and medical equipment and material. In response to COVID-19, the Branch executed contracts to spur domestic manufacturing and procure N95 respirations and ventilators. The SNS Contracting Branch also manages a number of contracts to facilitate movement of SNS stock to areas in need.
