HHS/ASPR/ICC Office of Strategy, Policy, Planning, and Requirements

The ASPR/ICC Requirements Division establishes requirements for the development and acquisition of capability-based materiel and non-materiel solutions that are the most effective and fiscally responsible measures to close critical gaps in the ASPR mission for 21st Century health security threats.

The Requirements Division manages the Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) to ensure medical countermeasure preparedness is coordinated and sufficient to protect public health and national security, and is the HHS program office for implementation of the Defense Production Act (DPA) and Health Resources Priorities and Allocation System to ensure the Department has forward-leaning and flexible acquisition strategies to ensure responsiveness to the public health emergency needs of the American people. The Requirements Division also implements emergency response authorities of the Secretary for medical countermeasures to ensure timely access during emergencies.

Objectives:

  • Conduct capabilities-based assessment to identify needs and gaps in public health and emergency medical preparedness and response.
  • Analyze alternatives to identify solutions and evaluate their utility and economic significance.
  • Set non-materiel and materiel requirements to guide development and acquisition.
  • Support Public Health Emergency (PHE), Emergency Use Authorization (EUA), and Public Readiness and Emergency Preparedness (PREP) Act declarations
  • Establish, lead, and manage the Health Resources Priorities and Allocations System (HRPAS) program at HHS to coordinate use of DPA authorities delegated to the HHS Secretary.
