Policy Division

HHS/ASPR/ICC Office of Strategy, Policy, Planning, and Requirements

The ASPR/ICC Policy Division’s mission is to develop, evaluate, implement, and coordinate federal policies to ensure a strong foundation for national health security, biodefense, and public health and medical preparedness, response, and recovery.

The Policy Division is comprised of three branches: Domestic Policy Branch, Biodefense and Emerging Threats Branch, and Evaluation Branch. In addition to the initiatives below, the Division of Policy also supports the Disaster Leadership Group (DLG). The DLG is an HHS senior leader policy committee convened by the ASPR to deliberate on policy issues of national significance that impact health security and recommend unified courses of action for the HHS Secretary.

Objectives:

  • Lead the development, implementation, and evaluation of national strategies such as the National Health Security Strategy (NHSS) and National Biodefense Strategy (NBS).
  • Provide real-time technical assistance, decision analysis, and policy support to ASPR and HHS during national security incidents and public health emergencies.
  • Conduct analysis to improve the nation's ability to counter biological threats and other challenges to domestic and global health security and safety while fostering scientific progress.
  • Assess the effectiveness of ASPR programs, and mobilize expert recommendations from the two national advisory committees led by ASPR: National Biodefense Science Board and the National Advisory Committee on Children and Disasters.
