ASPR Office of Resource Management


The Division of Logistics maintains and strengthens ASPR’s infrastructure while coordinating the synchronized movement of response personnel, logistics resources, and field support services to the right place at the right time to save lives and protect the American public.

The Division of Logistics includes the following branches and teams: Resource Coordination Branch, Transportation Service Branch, Infrastructure Support Branch, Logistics Response Assistance Team, and the Supply Chain Logistics Operations Cell.

Resource Coordination Branch

The Research Coordination Branch mobilizes and synchronizes the movement of ASPR’s response resources and establishes initial logistics response capability in the field during training events as well as  emergency response and recovery operations


Transportation Service Branch

The Transportation Service Branch maintains ASPR’s fleet and coordinates the lodging and movement of ASPR staff and response personnel to the right place at the right time for missions.


Infrastructure Support Branch

The Infrastructure Support Branch provides enterprise management and accountability of ASPR’s real property and personal property assets in order to deliver effective and adaptable infrastructure support services in steady state and response.


Logistics Response Assistance Team

The Logistics Response Assistance Team (LRAT) provides the surge staff to the Division of Logistics for preparedness and response missions. The LRAT is an ASPR personnel resource that is responsible for providing and performing a variety of logistics response services to NDMS elements or response teams. These services include but are not limited to pharmacy, supply management, telecommunication, information technology, facilities, food service, and logistics management support. The LRAT also performs property management and maintenance functions nationally in support of ASPR federal responses.


Supply Chain Logistics Operaton Cell (SC-LOC)

The Supply Chain Logistics Operation Cell (SC-LOC) monitors, analyzes, and mitigates vulnerabilities in the supply chains associated with public health and medical resources and serves as the focal point for supply chain and operational strategies. SC-LOC establishes a common operating picture for key public health and medical resource categories that impact the supply chain and works with federal partners, HHS-stakeholders, private sector manufacturers and distributors to analyze supply chain risks.

Coordinates supply chain activities with states, regions, and private sector distributors to resolve or improve issues or areas of concern

Recommendations Icon

Recommendations
Provides courses of action to Senior Leaders on scarce recommendations to ASPR Senior Leaders on scarce resource allocation and distribution for areas of concern and identifies opportunities for industrial base expansion

Supporting Partners
Develops a common operating picture of high use response commodity in the supply chain activities across the federal government to maximize efficiencies in federal supply chain support to federal, state, local, tribal partners

Supply Chain Intelligence Icon

Supply Chain Intelligence
Accesses Supply Chain Intelligence, leveraging the Supply Chain Control Tower (SCCT) for situational awareness and early detection of issues



Additionally, the SC-LOC provides (SMEs) for resource technical guidance, cache R&D and medical/logistics standardization, national contracts, and training. The SC-LOC also supports the wrap around services for field medical and training operations and the activation of the Emergency Prescriptions Assistance Program (EPAP).
