HHS/ASPR/ICC Office of Security, Intelligence, and Information Management

ASPR’s Intelligence Division (ID) manages ASPR’s priority intelligence focus areas, key intelligence topics (KIT), and key intelligence questions (KIQ). ASPR requirements guide the Program of Analysis (POA), which articulates specific key intelligence topics and questions and identifies how they intersect with ASPR’s critical information requirements (CIR) and the requirements of key partners. ID coordinates with the HHS Office of National Security (ONS), national agencies, state, local, tribal, and territorial authorities, and other partners to leverage a “whole of government” approach to intelligence support to public health and medical readiness and response across the nation.

ID operates within the appropriate parameters of HHS as a non-Title 50 (NT50) agency and focuses primarily on coordinating with the Intelligence Community (IC), NT50 partners, and HHS ONS to provide finished intelligence products to decision makers within ASPR. The ID also provides intelligence support in the form of threat assessments, real-time information, and other focused products to support emergent requirements and response operations. The ID provides tailored intelligence briefings and products for executive leadership and staff and well as threat assessments for National Security Special Events (NSSE) and other crisis response and contingency events. ID also conducts Supply Chain Risk Management (SCRM) analysis and coordinates with the IC and interagency partners to maintain awareness of current and emerging threats as directed in the Pandemic and All-Hazards Preparedness and Advancing Innovation Act (PAHPAIA).

To best support ASPR’s unique headquarters and field-driven intelligence needs, ID developed a number of focal areas such as emerging infectious diseases and public health issues of concern, cybersecurity threats, physical security threats, and supply chain risk assessments.
